The basic unit for construction is a concrete prefabricated structure measuring 150 meters in length and with a cross-section length and width of 30 meters each. In terms of the layout, it is grid-based with equilateral triangles as the grid points, and can also be in the form of a pentagon in some areas. The prefabricated components can also be stacked vertically. During construction, the components are produced in prefabricated concrete factories and then transported to the underwater city in a floating manner for assembly.
The underwater city is far from the mainland and has a complete internal and external transportation system. Among the maritime transportation facilities, there are cruise port docks for large cruise ships, yacht docks for small yachts to dock and moor, and submarine docks. The internal transportation is mainly by public transportation, with vehicles being submarines and electrically-powered passenger cabins. This is different from traditional land cities that rely mainly on cars for transportation, avoiding the pollution of car exhaust to the atmosphere.

The vertical garden is interconnected with the above-ground and underwater greening systems. The cylindrical structure at the center of the vertical garden not only provides natural ventilation and light for the underwater city, but also serves as a public transportation hub, offering a transportation platform for civilian submarines and internal residential passages.
The central seaport is designed for submarine berthing. In the center, there is a vibrant floating entertainment complex. At the bottom of the complex is a hotel, and at the top is an open-air stage. Below the stage is a large commercial and entertainment center. Underwater, the complex is connected to the surrounding buildings via Archimedes buoyancy bridges, allowing people to easily reach the complex. Tourists arriving by submarine can also experience an underwater hotel and then ascend to the exciting and wonderful experience at the central seaport.
All the living spaces in the underwater city have panoramic sea views and have convenient transportation connections within a 150-meter diameter area. They enjoy nearby local facilities, services, public transportation and gardens. Each module is equipped with a top club and a machine room and gravity regulation system at the bottom.

The underwater passages with roads and sidewalks provide lateral transportation and access channels between islands and buildings.
The farm, livestock farm and waste recycling center are distributed around the city, while the production base and manufacturing factory are located in the upper part of the triangular plot, and the tidal power generation is located in the lower part of the triangular plot. These facilities form the supply chain for self-sufficiency in food and energy production in the underwater city.
